Citi exited India onshore private banking (2021) and sold its entire India consumer business including wealth management to Axis Bank (completed March 2023), keeping only institutional businesses onshore. Its stated strategy since 2021 is to serve wealthy non-resident Indians from offshore markets including London, Dubai and Singapore — three of the four wealth hubs (Singapore, Hong Kong, UAE, London) Jane Fraser concentrated the bank around. The machinery has been reinforced in cadence: Asia South retail wealth combined with the UAE under one head (Yeo Wenxian, effective Nov 2024), a dedicated Citi Private Bank NRI desk head in Singapore (Tarang Garde, early 2026), and a new UAE wealth head reporting into Asia South (Rajeev Garg, June 2026). The NRI-desk lineage is old: Citi had a managing director-level global head of NRI Business as far back as 2012 and a 'Global India' private-bank build-out in 2018.

Why it matters

Citi is the cleanest expression of the exit-onshore, double-down-offshore NRI playbook: it sold the entire India consumer and wealth franchise, then rebuilt diaspora coverage inside the four hubs it kept — with three senior NRI-relevant appointments (Yeo, Garde, Garg) in roughly 19 months to mid-2026. Its NRI ambition is structural, not opportunistic: a named NRI business head existed in 2012 and a 'Global India' unit in 2018, so the 2026 desk is a re-institutionalization with the onshore leg amputated. The open question is whether desk-plus-hubs can compete for NRI money against banks that kept or rebuilt an India onshore leg (HSBC, StanChart, LGT).

Avaneesh Mahodaya joined UBS 'after spending roughly 20 years at Citibank, where he served clients in the global NRI and South Asia segments through the Citigold Private Client platform.' At UBS in Dubai he is 'responsible for strengthening the firm's coverage of ultra-wealthy NRI clients, affluent India-based individuals, and South Asian families across the GCC.'

Citi announced that Lee Lung Nien — 'Chairman of Citi Private Bank for South Asia since 2020' and a 35-year Citi veteran — would become Citi Country Officer and Banking Head (CCOBH) for Singapore effective October 6, 2025, 'the first Singaporean in 50 years to hold this senior position.' The move ended a five-year standing South Asia private-bank chairmanship.

Yeo Wenxian (previously head of DBS Treasures in Singapore) was named 'head of wealth for the Asia South region', effective 1 November 2024, overseeing 'retail onshore and offshore wealth management businesses including Citigold, Citigold Private Client and Cards in Asia South and the United Arab Emirates', reporting to head of wealth Andy Sieg. She replaced Shyam Sambamurthy, who left the bank earlier in 2024.

The completed sale covered 'credit cards, retail banking, wealth management and consumer loans', with approximately 3,200 employees transferring and an expected regulatory capital benefit of US$1.4 billion. Citi announced the agreement to sell its India consumer businesses — credit cards, retail banking, wealth management and consumer loans, plus Citicorp Finance (India) consumer assets — to Axis Bank for cash consideration of approximately US$1.6 billion, with approximately 3,600 employees expected to transfer. Euromoney revealed the onshore private-banking exit and the offshore NRI redirection: 'Citi's strategy is to redirect capital and human resources to serve a growing army of wealthy non-resident Indians (NRIs) who are putting their wealth to work in a select set of offshore markets, including London, Dubai and Singapore.' A Citi spokesman: 'India remains an important market for the Institutional Clients Group and Citi's wealth ambitions in the region.'
